HACL Director Elected President of State Association
LUMBERTON - Adrian Lowery, executive director of the Housing Authority of the City of Lumberton (HACL), has been elected president of the North Carolina Housing Authority Directors Association (NCHADA).
NCHADA is comprised of executive directors from more than 100 housing authorities across North Carolina. Member agencies administer a variety of housing programs through the U.S. Department of Housing and Urban Development (HUD), including Public Housing and Housing Choice Voucher programs that provide affordable housing opportunities to families, seniors and individuals throughout the state.
As president, Lowery will help provide leadership for the association and represent housing authority directors as they address issues affecting affordable housing and the communities they serve. NCHADA meets twice each year for professional training, roundtable discussions and the exchange of ideas and best practices among housing professionals from across the state.
The association also maintains an ongoing working relationship with the HUD Greensboro Field Office and participates in discussions and initiatives involving HUD policies and programs at the national level.
Harry Miles, director of the HUD Greensboro Field Office, expressed his appreciation for NCHADA and Lowery's leadership within the association.
"It has been a pleasure working alongside the Association, and I look forward to working with Adrian, we have a lot of initiatives coming down from headquarters," Miles said. "The Lumberton Housing Authority has been a shining star under his leadership, and I expect that to continue with the Association."
Lowery said he is honored to have the opportunity to serve in a leadership role with an organization representing housing authorities from across North Carolina.
"I am honored to serve as president of NCHADA and to represent housing authorities from across our state," Lowery said. "Affordable housing continues to be an important issue for families and communities, and I look forward to working with our members, HUD and our community partners to address the challenges we face and identify opportunities to improve the housing programs we provide."
Lowery joined the Housing Authority of the City of Lumberton as deputy executive director in April 2017 and was promoted to executive director in Jan. 2018. During his tenure, he has helped lead HACL through numerous initiatives focused on housing, resident services, community partnerships and the continued improvement of the agency's operations.
Today, HACL administers approximately 1,330 housing units and housing choice vouchers serving residents in the City of Lumberton and throughout Robeson County.
Lowery's election to the NCHADA presidency also gives HACL and the Lumberton community an opportunity to be represented at the statewide level as housing authorities, local governments and community partners work together to address the growing need for affordable housing.
"It is important that housing authorities have a strong voice when decisions are being made that affect the families we serve," Lowery said. "I am looking forward to working with housing directors across North Carolina and being an advocate for the communities we represent."
A lifelong resident of Robeson County, Lowery is a graduate of West Robeson High School and the University of North Carolina at Pembroke, where he earned a degree in Business Management. In 2023, he completed the Executive Director Education Program through Rutgers University.
Lowery currently resides in Lumberton with his family.
