The Housing Authority of the City of Lumberton (HACL) follows the guidelines and policies of HUD, as well as local and state authorities in our procurement processes.

The HACL encourages the following to participate in ALL HACL Procurements:

1. Small Business: one that is independently owned, not dominant in its field of operations; and is not an affiliate or subsidiary of a business dominant in its field of operations.

2. Minority-Owned Business: one that is at least 51% owned by one or more minority group members and whose management and daily business operations are controlled by one or more such individuals.

3. Women's Business Enterprise: a business that is a least 51% owned by a woman or women who also control or operate the business.
