Lumberton Housing HCV Program Earns Perfect Score
20 August 2026 - Lumberton Housing Authority is proud to announce that it has been designated a High Performer by the U.S. Department of Housing and Urban Development's Section Eight Management Assessment Program, known as SEMAP. This designation follows HUD's most recent evaluation of the agency's Housing Choice Voucher program. LHA's rating is 100% for the fiscal year ending March 31, 2026.
"This 'High Performer' rating proves that we are focused on delivering opportunities for housing while operating at a higher level of standard," said Adrian Lowery, Executive Director of the Lumberton Housing Authority. "It validates our team's hard work to hit strict federal benchmarks while expanding stable, safe housing opportunities for families for all of Robeson County."
Lumberton Housing Authority manages the non-tribal Housing Choice Voucher program for all of Robeson County (948 square miles). Public housing agencies are designated as SEMAP High Performers when they achieve a score of at least 90 percent across 14 federally defined performance indicators. These indicators measure core aspects of voucher program administration, including rent reasonableness determinations, housing quality inspections, waiting list management, and timely use of federal funds. Led by Ms. Samantha Emanuel, Director of HCV, the program is continuing to increase its efficiency and dedication to the community.
The designation reflects the Lumberton Housing Authority's performance in administering federal rental assistance in accordance with HUD requirements and maintaining consistent program operations for participating households and property owners.
